The Finance Support Supervisor is responsible for managing financial and monetary activities in the Finance Bureau of the Maricopa County Sheriff's Office (MCSO). This role works in collaboration with department management including the County's Office of Management and Budget and Department of Finance to ensure that the department consistently applies and is compliant with the County's financial plans, policies, procedures, practices, state, and federal laws.

POSITION QUALIFICATIONS

Education
Bachelor's degree inAccounting, Finance, or a closely related field.
Experience
Three(3) years of professional level finance experience.
OR
Combined education and experience qualifications
A combination of post-secondary education in Finance, Accounting or closely related field and/orjob-related experience may substitute for theminimum qualifications on a year-for-year basis.
Other Requirements
Training with the exception of Arizona driver's license to be provided on-the-job:
FEMA NIMS - IS100 AND 700
OSHA training
ADP payroll training
PREA training
A valid Arizona driver's license
Must have clean driving record with no citations in the past 5 years
Prior to hiring, the Sheriff's Office requires that all candidates pass an extensive background review.
Our Preferred Candidate has
Experience as a lead or supervisor in a finance environment.
Experience in the following: budgeting, capital assets, general ledger, grants management, accounts payable and/or cash handling processes/procedures for a large organization.
Experience in governmental and accounting systems implementation.
Experience in a law enforcement environment.
ESSENTIAL JOB TASKS
The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.
Develops monthly departmental budget vs actual reports and distributes to departmental division heads; performs research and explanations on expenditures and variances.
Recommends ideas to management for updating and/or improving systems and procedures, assists with the ensuing implementation, and develops updated policies and procedures.
Trains employees on County financial plans, policies and procedures.
Supervises Risk Management Accounting and County Surplus Inventory activities performed in the Financial Services Division.
Provides System User administration of the Cashless Commissary and Trust Accounting System (CACTAS) in setting up, monitoring and deleting user's login and accesses.
Responds to inquiries from staff regarding Inmate and Cash Handling processes & CACTAS programs.
Liaises between MCSO and external financial institutions for Office banking issues.
Supervises Accounts Payable and/or CACTAS/Cash Management and/or Grant related activities.
Monitors various deposits at MCSO for accuracy and accurate reflection in the general ledger.
Supervises accounting and administrative staff in Finance Bureau; develops performance plans; coaches, counsels and evaluates performance; participates in interviewing and hiring new staff and determines work priorities.
Performs Acting Commander responsibilities in Commander's absence.
Utilizes Business Objects to extract Advantage financial data for in-depth analysis and reporting using Excel and/or Access.
Downloads financial data to prepare analysis, statistical, and historical reports for revenues, expenditures, and inmate fund activity.
Communicates with command staff, peers, employees, and other County departments regarding issues; prepares various reports and written communication.
Conducts research projects and performs special projects on an as-needed basis for the Bureau.
Performs problem solving, analyzes, reviews, and reports on complex issues associated with MCSO financial activity.
Interprets rules in accordance with laws, regulations, policies, and current practice.
Reviews and approves payments, Journal Vouchers, Cash Receipt Transmittals (CRT) for deposits, Payment Vouchers, and other documents as necessary.
Ensures an adequate internal control framework exists including proper segregation of duties.
Be present at work site to perform tasks as scheduled and/or assigned by the Commander.
Working conditions:
Work occurs primarily indoors. Tasks requirelong periods of sitting, managingfrequent interruptions, time pressures, and high work volumes. Position includes team-oriented activities and interaction with all levels of County management and personnel. Responsibilities require concentration, accuracy, ethical conduct and a professional demeanor.

SELECTION PROCEDURE:
