Annual Salary: $120,446 - $162,795 DOE/DOQ + Up to $20,000 Hiring Incentive

The County of Santa Barbara, California, is seeking a Civil Engineering Manager - Structures and Capital Group (Manager) to oversee a broad range of engineering operations within the Transportation Division of the Public Works Department. While reporting to the Deputy Director of Transportation, the Manager will oversee eight staff and a budget of approximately $15 million. The Manager will also have the opportunity to lead additional staff on a project-by-project basis, with some of these projects costing up to $45 million. The ideal candidate is someone who demonstrates good judgement, strong leadership skills, and a desire to mentor and develop others. This Manager will have a broad yet deep knowledge of public works projects, with the ability to take them from start to finish. To say candidates will need strong project management skills is an understatement, as the primary responsibility of this role is project delivery and staff support/oversight. THE JOB
The Civil Engineering Manager - Structures and Capital Group will report to the Deputy Director of Transportation while overseeing eight staff, an approximate budget of $15 million, and various multi-million-dollar civil engineering projects. They will serve as a technical expert to staff, while also providing mentorship and training to their team. The Manager will ensure projects are making it to fruition in a timely and efficient manner. Other key duties include addressing public inquiries, giving presentations, overseeing contractors and consultants, preparing budgets, and coordinating timelines. They will work to develop Division goals and objectives and streamline current policies and procedures. While serving as a Division leader, they will also serve as a technical expert for other County Departments, task forces, boards, and the public. This role will regularly meet with other government agencies, private agencies, and engineering associates too.  

THE IDEAL CANDIDATE
The ideal candidate will have a high level of technical knowledge in civil engineering and construction management with a background in designing for public works projects. They will possess strong critical-thinking and problem-solving skills, using them to not only identify issues but also come up with thoughtful solutions. The successful candidate will be an effective communicator, collaborator, and leader. Having the ability to keep projects on track and efficiently get tasks done is essential, as is mentoring and teaching others to do the work. This role allows candidates a great deal of autonomy, which requires self-motivation and independence. The Manager will regularly take initiative and show good judgment in their decision-making process. Along with exemplary interpersonal skills, this candidate will be budget-minded and tech savvy.



EMPLOYMENT STANDARDS
Any combination of training, education, and experience that is equivalent to the employment standard listed below and that provides the required knowledge and abilities:
  • Possession of a Professional Civil Engineering registration in the State of California; and
  • Five (5) years of progressively responsible civil engineering experience, including one year of supervisory experience
